Adding friends?

Asking this makes me feel like an idiot. I can't add anyone. When I go to someones page the top of their picture, and the add as friend button is covered by that gray bar thats has the manage account button, and my points and views. I just can't figure out how to clear it so I can add friends.
help?

    clicking 'dashboard' that's next to logout on the top menu should make that grey bar disappear.
